fix: restore main CI stability

Summary

• fix the queued task wait path so phase13 no longer times out before the first backend poll
• remove ExDoc hidden-reference warnings that were breaking docs verification
• update scrypath_ops dev live-reload regexes for Elixir 1.19 compatibility
• include the formatter-required updates currently needed for the quality job
