Summary

  • Adds the next CELT decode slice on top of the merged TF/allocation-header PR: allocation-to-pulse planning, fine-energy decoding/finalization, PVQ band decode, CWRS helpers, and CELT synthesis/deemphasis into PCM buffers.
  • Extends the internal CELT decoder path to produce decoded samples for this slice while preserving range-decoder state for conformance checks.
  • Keeps the cherry-picked d1c8caa contents on top of newest main; the resulting commit hash is 222ce07 after resolving stack drift and lint fixes.

RFC / reference notes

  • The implementation continues the RFC 6716 Section 4.3 CELT decode flow after side information and coarse energy.
  • Allocation, coded-band selection, fine-energy passes, and anti-collapse reservation follow RFC 6716 Section 4.3.3.
  • PVQ/CWRS band reconstruction and synthesis are kept structurally close to the RFC/C reference code; the larger reference-style routines use targeted lint suppressions where splitting them would make cross-checking harder.
