Release 2.0.3

A WIP refresh of things. Moving to std c++ 23, sigc++ 3.0 and some other modern updated. tsearch plugin needs an update to the new API for that. Added Xerces-c 3.3 support.

Installs on Fedora 42 now.

There may still be some bugs in the refresh to iron out. You should pull from git master for libferrisloki, libferrisstreams, fampp2, libstldb4 to build.

I hope to move to ldbm (creating stlldbm as a C++ wrapper for that) sometime.
