Commit f3e1d22 ("tacd: add cli parser to select tacd service of selftest functions") has touched the Cargo.toml without updating the Cargo.lock as well. Since we are building a binary packet and want maximum reproducibility we usually check in the Cargo.lock along with the Cargo.toml.
