Shelly Cloud is no in operation.
Rails 5 allows indexes to be specified within a `create_table` block.
This should enable proper support for jsonb columns. Ideally we would use a version that matches our production deployment environment. However Postgres 10.x, the default provided by Heroku, is not yet available: travis-ci/travis-ci#8537
Also provide additional metadata and links to description.

- Remove deprecated mixins, variables. Most Bourbon mixins simply add vendor prefixes, which is better accomplished with autoprefixer. - Switch to new Neat 2 mixins. - Add our own box-sizing reset (Neat 2 no longer provides this).
Sass indented syntax is now deprecated.
