Add CARLA 0.9.16 modular simulation deployment

Summary

• Add a CARLA 0.9.16 e2e simulation sample using modular OpenADKit containers.
• Add the CARLA interface as an autoware-tools image built by CI.
• Document startup, RViz access, and optional autonomous drive verification.

Validation

• Ran local syntax, Compose, workflow YAML, and Docker bake checks.
• Validated the deployment on a GPU VM with no-drive and autonomous-drive runs.

CI

• Add the first carla-interface workflow run link here once that CI job runs.
