What this PR does / why we need it:
Now in apisix-standalone mode, ADC sync failures are reported via
EndpointStatusrather than theFailedarray. The previous implementation only checked theFailedarray, causing sync failures to be silently ignored in standalone mode.ref: api7/adc#396
