chore: add a link to publish docs

• adds docs/publishing.md which is just a glorified link to the publishing docs. i think its nice to have the relevant info linked from the repo.
• updates package.json's files to include the pull request template, but exclude the rest of the files in .github/.

Does it make sense to add the Notion link publicly if it's private to the Loops team?

yes. there's nothing secret about how we release versions that wouldn't be entirely fine to include directly in the repo anyway. its about keeping the docs and code close together.

we link the notion doc because thats where the docs happen to have been written.
