Update current procedure on github pages documentation to keep others up to date with how to access sw8 tools and utilities

Talked with Saranga at the software meeting on 10/21 to clarify the scope of this issue:

• Documentation includes external documents on the AquaPack website and internal documentation, such as comments in the code itself.
• Use current information on the website as a framework for documentation.
• Create broad resources to make it easier for other members to understand the code.

Action items:

• Go through website to gather current information.
• Understand broad structure of code to prep for SeaWolf IX.
