Add new SQL report functionality

Write an SQL report to produce the following info:

1. The number of boxes in a freezer, grouped by shelf.
2. The number of samples in a freezer, grouped by shelf.
3. The most recent activity, including, new users, new groups, new projects, new samples, edited samples, and deleted samples.
4. Odd data - tbd.

Possibly email this to a list of approved users.
