[5.x]: Move asset option disabled even for admin during dev-mode

What happened?

Description

In two different Craft instances, with either local filesystem or Generic Object Storage Volume, the option to move an asset is shown disabled. I still can drag & drop, but the option is always grayed out and not working.
I am logged in as admin and tested in both dev/prod environment.

Steps to reproduce

1. Create filesystem
2. upload an asset
3. create a folder
4. try to move the asset via the tools options in the middle
5. Option to move asset is disabled

Expected behavior

Option stays grayed out, move only possible by drag & drop.
