Close all isues, link to otel injector and archive this project

Since I am no longer working at Cisco, and especially since Splunk has donated the "OpenTelemetry Injector" to the OpenTelemetry project which provides the functionality this project provides, let's archive this project:

• Close all issues & PRs
• Link to https://github.com/open-telemetry/opentelemetry-injector as alternative
• Archive the repository

thanks @svrnm – we'll want to call out, nice and big, in the readme that this has been donated and point folks to the otel repository. we're happy for this to happen in parallel to issues/PRs being closed, with archival being the final step.

if you could please allow the OSPO to do the archiving, that would be appreciated!

This projet (otelify.sh) here has not been donated, the donation comes from https://github.com/signalfx/splunk-otel-collector/tree/main/instrumentation (see open-telemetry/community#2580)

The donated project just superseds what is provided in this repo, so it is no longer needed.

I no longer have the permissions to do any of that work myself, so I was hoping you doing it :-)
