[Feature Request]: Support Beam Python on macos arm64.

Suggested AIs:

• Build macosx arm64 wheels.
• Include a test suite once GitHub Actions: Apple Silicon (M1) powered macOS runners (Public Beta) github/roadmap#528 is available.
• Include M1 or equivalent platform into the release validation trix.

Not sure if it is better to wait for the GitHub Actions support, but there are other services that offer macOS Arm CI/CD runners. I have used Codemagic with good success. And CircleCI recently added macOS Arm support as well.

actually we don't build arm64 wheels yet, unclear if we test this combination either.
